The value of tmnxIsisProcessReceivedUpa specifies  whether processing
is enabled of received UPAs from other routers.
              
If the value is 'false', received UPAs are ignored by the router.
              
If the value is 'true', received UPAs are inserted to the Unreachable
Prefix Table.
