for resolving IGP routes has been enabled or disabled for IS-IS.
              
When the value of vRtrIsisRsvpShortcut is set to true RSVP-TE shortcut
is enabled and when vRtrIsisRsvpShortcut is set to false RSVP-TE
shortcut is disabled for IS-IS.
