max-metric is enabled or disabled for this instance of IS-IS on the
router.
              
If the value of vRtrIsisOverloadOnBootMaxMetric set to 'true', the
SROS router would not set the overload bit but would instead set all
transit links to the maximum value of '0xFFFFFE'.
