list local entry.
              
This value must be set in the same SNMP SET PDU as
tIPsecTsListLclEntryProtocolId, tIPsecTsListLclEntryMinIcmpType,
tIPsecTsListLclEntryMaxIcmpType and tIPsecTsListLclEntryMinIcmpCode.
