fragmentations that occurred after encapsulation for this SA.
Post-encapsulation fragmentation occurs when the encapsulated packet
size exceeds tIPsecTnlTempEncapIpMtu. This value is only significant
when the value of tIPsecRUSADirection is 'outbound'.
