A row is created by SROS when an MP direction (hosted by an SDP
binding) has Primary VLAN support enabled.
            
A row is destroyed by SROS when an MP direction (hosted by an SDP
binding) is destroyed (provided the MP direction had Primary VLAN
support enabled).
