The value of the object tIPvXFltrEntryActRateLimitPlcr specifies the
policer object name to which the traffic matching the filter entry
will be limited.
              
If the value of tIPvXFltrEntryActRateLimitPlcr is set to a non default
value then the values of tIPvXFltrEntryActRateLimit,
tIPvXFltrEntryActRateLimitPps and tIPvXFltrEntryActRateLimitMbs are
set to defaults.
              
The value of tIPvXFltrEntryActRateLimitPlcr can be set to a non
default value only if the value of tIPvXFltrEntryActAction is set to
'rateLimitPolicer'.
              
Note that the value of tIPvXFltrEntryActRateLimitPlcr is silently
cleared by the system if the value of tIPvXFltrEntryActAction is set
to any value other than  'rateLimitPolicer' or when
tIPvXFltrEntryActRateLimit, tIPvXFltrEntryActRateLimitPps and
tIPvXFltrEntryActRateLimitMbs are set to a non-default value.
