The value of the object tIPvXFltrEntryActRateLimitMbs specifies the
maximum burst size to which the traffic matching the filter entry will
be limited.
              
This is to be used with the action rateLimit.
              
Note that the value of tIPvXFltrEntryActRateLimitMbs is silently
cleared by the system if the value of tIPvXFltrEntryActAction is set
to any value other than 'rateLimit'
