notification 
The tmnxElmiEVCStatusChangeEvent notification indicates that the
indicated Ethernet Virtual Connection (EVC) has changed its active
state (i.e. from not active to active).
          
The notification is suppressed when the tmnxElmiIfCfgMode is set to
'none (0)'.
