3GPP-GGSN-Address attribute-value-pair (AVP 7, vendor Id 10415) will
be included in the DIAMETER Gy CCR message.
              
The value of the AVP contains the value of tmnxDiamPlcySourceAddr if
configured, otherwise it contains the system IPv4 address, or the
management port IPv4 address.
