The tmnxVirSchAdjWrkManulCntrlEntry allows fine tune the performance
of the particular Hierarchical Quality of Service (HQoS) parameters on
the corresponding card. This table configures parameters controlling
CPU limits available to individual HQoS related tasks.
            
The row exists only if the associated card instance identified by
tmnxCardSlotNum exists in the tmnxCardTable.
