The value of tmnxSyncIfTimingSyncE2InUse indicates whether the Synchronous
Ethernet 2 (SyncE) timing reference is presently being used by the synchronous
timing subsystem.  If it is in use, tmnxSyncIfTimingFreqOffset indicates
the frequency offset for this reference.
