The value of tmnxSyncIfTimingPTPInUse indicates whether the Precision
Timing Protocol (PTP) timing reference is presently being used by the
synchronous timing subsystem.  If it is in use,
tmnxSyncIfTimingFreqOffset indicates the frequency offset for this
reference.
