notification
[CAUSE] The tmnxPlcyAcctStatsPoolLowResource notification is generated
when the number of in-use stats resource as specified by
tmnxFPPlcyAcctStatsInUse is below 85 percent of the stats pool limit
as specified by tmnxFPPlcyAcctStatsPool.
[EFFECT] The configured stats pool limit is cleared when the number of
in-use stats resources falls below 85 percent of the stats pool limit.
[RECOVERY] There is no recovery required for this notification.
