The value of tmnxMDAEgrHsmdaThrshLoBrstMult specifies the bytes per
megabit/second of rate multiplier for the aggregate rate of the queues
pertaining to the low burst threshold in the queue group.
              
When set to the default value '-1', the system will adopt the lowest
usable threshold as a default setting per rate.
