[CAUSE] The tmnxIPv6QosEgrOverloadClear notification is generated when
egress QoS policies are no longer in overload on an FP.
          
[EFFECT] The IPv6 criteria entries in the egress QoS policy on the
affected FP will work as expected, because all entries are programmed.
          
[RECOVERY] No recovery required.
