HSMDA scheduler policy should apply to this policy level within the
group it belongs to.
              
The value of tmnxHsmdaMdaSchOvrClass1WtInGrp will only be used if this
policy level has been assigned to a group by setting
tHsmdaSchedulerPlcyLvl1GrpId to a non-zero value.
              
A value of -2 indicates no override.
              
This object overrides
TIMETRA-QOS-MIB::tHsmdaSchedulerPlcyLvl1WgtInGrp.
