utilization of this virtual core on the esa-vm. For management virtual
cores, the current utilization is the percentage of time spent during
a 10 second interval running tasks other than the idle task. For
worker, nic, and scheduler virtual cores, the current utilization is
the percentage of time spent during a 10 second interval performing
packet processing tasks and/or housekeeping operations.
