rate threshold used to determine when to send a notification for a CRC
Signal Failure (SF) failure.
              
Crossing the tmnxEsaHostPortCrcMonSfThreshold will result in the
tmnxPortOperStatus being set to 'outOfService'.
              
A value of 0 disables CRC SF monitoring.
