The value of tmnxCardResetOnRecoverableError specifies whether or not
the system resets the card when there are fatal memory parity errors
on one of the Q-chips on that card.
              
If the value of tmnxCardResetOnRecoverableError is 'true (1)' and
there is a fatal memory parity error on a Q-chip, the system will
reset the card but not fail it, even if tmnxCardFailOnError is 'true
(1)'.
