number of Egress Encapsulation entries on per bank basis that are
currently in use by Port VLAN Translation applications on this FP.
              
Layer-2 SAPs under ETH PW (EPIPE) and VPLS, SAPs attached to IP
interfaces, Network interfaces and R-VPLS IP interfaces are among the
stakeholders of Port VLAN translation resources.
              
When compatible resources are available, number of banks can grow
based on usage.
