The value of the object tFpIxrResEgrLabelSwapPshExBanks indicates the
number of Egress Encapsulation entries on per bank basis that are
currently in use by Label Swap-and-Push Extended applications on this
FP.
              
Label swap followed by a push operation entries that requires a reflow
may consume entries from Label Swap and Push Extended banks.
              
When compatible resources are available, number of banks can grow
based on usage.
