The value of the object tFpIxrResEgrLabelPushExtBanks indicates the
number of Egress Encapsulation entries on per bank basis that are
currently in use by Label Push Extended applications on this FP.
              
Label Push operation entries that requires a reflow may consume
entries from Label Push Extended banks.
              
When compatible resources are available, number of banks can grow
based on usage.
