When the value of tFPResEncapGrpMemberTotal is zero, it indicates that
this resource type is not supported on this FP.
The value of tFPResEncapGrpMemberTotal will always be less than or
equal to tFPResDynSvcEntryTotal since encap group members are subset
of dynamic service entry resources.
