dynamic services that are currently allocated on this FP.
The value of tFPResDynSvcEntryAlloc will always equal to the sum of
tFPResSubHostAlloc, tFPResEncapGrpMemberAlloc,
tFPResEgrNetQGrpMapAlloc since subscriber host resources, encap-group
members resources and egress network queue-group mappings resources
are subsets of dynamic service entry resources.
