When the value of tChassisResSubNHEntryTotal is zero, it indicates
that this resource type is not supported on this chassis.
The value of tChassisResSubNHEntryTotal will always be less than or
equal to tChassisResDynSvcNHEntryTotal since subscriber next-hop entry
resources are a subset of dynamic service next-hop entry resources.
