The value of the object tCardIxrResGrpFecBanksFree indicates the
number of free FEC Group banks that are currently available for
different applications on this card.
              
Group FECs are required on per ECMP group, also known as ECMP
destination basis.
              
Level-1 is used by IP ECMP applications while Level-2 FEC may be used
by labeled or IP ECMP applications.
