The desired state for Cflowd on this virtual router.  An attempt
to set tmnxCflowdStatus to 'delete' will fail if the Cflowd
protocol is not in the administrative outOfService state,
i.e. tmnxCflowdAdminStatus must first be set to 'outOfService'.
