The value of tmnxCellSimCardRssiThreshSwitch specifies whether or not
the system will automatically switch to the other SIM card if the RSSI
(Received Signal Strength Indicator) level remains below the
configured value tmnxCellSimCardRssiThresh for the duration specified
by tmnxCellSimCardFailureDuration.
              
The system will only automatically switch SIM cards if
tmnxCellMdaAdminActiveSim is set to 'automatic'.
