The value of tmnxBsxTransitIpPolicyRadius specifies whether transit
subscribers are dynamically learned via RADIUS.
              
The use of RADIUS to learn transit subscribers is mutually exclusive
with the use of DHCP, Auto Create, and Diameter for this purpose.
