CIR of the policer when the access-network-level, which the subscriber
belongs to, is in a congested state.
              
tmnxBsxPolicerCongestedCIR is meaningful only in when the value of
policer type is set to 'dualBucketBandwidth (2)' and  the value of
policer granularity is set to 'subscriber (2)'.
