tmnxBsxPolicerCongestedAnlCBS is meaningful only in when the value of
policer type is set to 'dualBucketBandwidth (2)' and the value of
policer granularity is set to 'subscriber (2)'.
This object was obsoleted in release 16.0 and replaced with the
tmnxBsxPolicerCongestedAnlCBS.
