The value of tmnxBsxPacketRateLowWatermark specifies the packet rate
on the ISA-AA when a Packet Rate trap will be cleared by the agent.
The value must be less than tmnxBsxPacketRateHighWatermark if the
value of tmnxBsxPacketRateHighWatermark is not -1.
