                          only valid if tmnxBsxNotifyTcaCfgFilterType

  packetSanity      (5) - based on the filter's packet sanity checks,
                          only valid if tmnxBsxNotifyTcaCfgFilterType
                          is set to 'sctpFilter (2)'
