a datapath CPU trap will be cleared by the agent
(tmnxBsxDatapathCpuUsageClear). The value must be less than or equal
to tmnxBsxDatapathCpuHighWatermark if the value of
tmnxBsxDatapathCpuHighWatermark is not -1.
On a VSR, the value is not applicable and cannot be changed from its
default.
