Each tmnxBsxChrgFltrFlowAttrEntry specifies a match criterion for the
charging filter specified by the second and third indices
tmnxBsxAaGrpPartIndex, and tmnxBsxChrgFltrEntryId. The
tmnxBsxChrgFltrFlowAttr index uniquely specifies the flow attribute.
            
Rows can only be created and destroyed by specifying the
tmnxBsxChrgFltrFlowAttrRowStatus if the first index,
tmnxBsxChrgFltrPolicyVersion, is set to 'admin'.
