resolve to an AQP action.  If set to an empty string,
no match on application group is done.
              
If an attempt is made to set this object to a string that does not
match a tmnxBsxAppGrpName value from the tmnxBsxAppGrpCfgTable, an
'inconsistentValue' error is returned.
