The value of tBgpPrngPlcyLocalAddress specifies the address of the
peer group local address. The type of address contained in
tBgpPrngPlcyLocalAddress is determined by
tBgpPrngPlcyLocalAddressType.
              
If local address is not set, tBgpPrngPlcyLocalAddressType is set to
unknown and tBgpPrngPlcyLocalAddress returns a null string.
