4-byte ASN capability will be advertised by this peer.
              
When the value of tBgpPrngPlcyDisable4ByteASN is set to false, 4-byte
ASN support will be negotiated with the associated remote peers. When
the value of tBgpPrngPlcyDisable4ByteASN is set to true, 4-byte ASN
capability will not be advertised by this peer.
