The value of tBgpPeerOperLocalAddress specifies the local address.
              
If the tBgpPeerOperLocalAddressType is set to ipv4, then the local
address is an ipv4 address, if the tBgpPeerOperLocalAddressType is set
to ipv6, the local address is an ipv6 address.
              
If local address is not set, tBgpPeerOperLocalAddressType is set to
unknown and tBgpPeerOperLocalAddress returns a null string.
