If the value of tBgpPeerNgLocalAS, the value of tBgpPeerGroupLocalAS
or tBgpInstanceLocalAS will be used in that order.
              
This object was obsoleted in release 7.0. It is replaced with the
4-byte AS number defined by tBgpPeerNgLocalAS4Byte.
