An entry (conceptual row) in the tBgpPeerTable.
An entry can be created using the row status object,
tBgpPeerRowStatus. When created, all objects are initialized to their
default values.
Before the Peer entry can be used, tBgpPeerRowStatus must be set to
'active(1)'. The Peer entry can be removed by setting
tBgpPeerRowStatus to 'destroy(6)'.
The Peer entry will be advertised to BGP peers when tBgpPeerShutdown
is false.
