The value of tBgpPGLocalAddress specifies the address of the peer
group local address.
              
If the tBgpPGLocalAddressType is set to ipv4, then the local address
is an ipv4 address, if the tBgpPGLocalAddressType is set to ipv6, the
local address of the peer group is an ipv6 address.
              
If local address is not set, tBgpPGLocalAddressType is set to unknown
and tBgpPGLocalAddress returns a null string.
