The value of tBgpORRTertiaryIPAddr specifies the third preferred IPv4
address to calculate the optimal-route-reflection cost from the
associated location to a bgp next-hop.
              
If the tBgpORRTertiaryIPAddrType is set to ipv4, then the tertiary IP
address is a IPv4 address.
              
If the tertiary IP address is reset, tBgpORRTertiaryIPAddrType is set
to unknown and tBgpORRTertiaryIPAddr returns a null string.
