The value of tBgpORRSecondaryIPv6Addr specifies the second preferred
IPv6 address to calculate the optimal-route-reflection cost from the
associated location to a bgp next-hop.
              
If the tBgpORRSecondaryIPv6AddrType is set to ipv6, then the secondary
IP address is a IPv6 address.
              
If the secondary IP address is reset, tBgpORRSecondaryIPv6AddrType is
set to unknown and tBgpORRSecondaryIPv6Addr returns a null string.
