The value of tBgpORRSecondaryIPAddr specifies the second preferred
IPv4 address to calculate the optimal-route-reflection cost from the
associated location to a bgp next-hop.
              
If the tBgpORRSecondaryIPAddrType is set to ipv4, then the secondary
IP address is a IPv4 address.
              
If the secondary IP address is reset, tBgpORRSecondaryIPAddrType is
set to unknown and tBgpORRSecondaryIPAddr returns a null string.
