The value of tBgpORRPrimaryIPv6Addr specifies the preferred IPv6
address to calculate the optimal-route-reflection cost from the
associated location to a bgp next-hop.
              
If the tBgpORRPrimaryIPAddrType is set to ipv6, then the primary IP
address is a IPv6 address.
              
If the primary IP address is reset, tBgpORRPrimaryIPv6AddrType is set
to unknown and tBgpORRPrimaryIPv6Addr returns a null string.
