The value of tBgpORRPrimaryIPAddr specifies the preferred IPv4 address
to calculate the optimal-route-reflection cost from the associated
location to a bgp next-hop.
              
If the tBgpORRPrimaryIPAddrType is set to ipv4, then the primary IP
address is a IPv4 address.
              
If the primary IP address is reset, tBgpORRPrimaryIPAddrType is set to
unknown and tBgpORRPrimaryIPAddr returns a null string.
