A tBgpMaxNgPrefix90 notification is generated when the number of
routes learned from the peer has exceeded tBgpPeerNgMaxPrefixThreshold
percent of the configured maximum (tBgpPeerNgMaxPrefix).
tBgpMaxNgPrefix90 replaces notification object tBgpMaxPrefix90 as the
latter does not support an IPv6 peer.
