Index for the tBgpInstRteTargetTable.  The value of
tBgpInstanceRouteTarget specifies the extended community
name to be accepted by a Route Reflector Server or advertised by
the router when reflecting any routes. I.e, it does not apply to
routes that are not reflected by the router.
